Government Engagement and Policy Officer

The Access to Medicine Foundation is looking for an experienced Government Engagement and Policy (GEP) Officer to support the Government Engagement Team with engagement with global health stakeholders, including but not limited to governments and target funders of the Foundation and to support strategic change-making activities.

The Access to Medicine Foundation is a non-profit organisation based in Amsterdam. As an independent catalyst for progress, we combine research, insights and dialogue to transform how healthcare companies reach the 80% of people alive today who live in low- and middle-income countries.

To turn our research into real-world change, we engage with leading organisations, including healthcare companies, NGOs and governments. Our reports are seen and used by a wide network of experts and groups, including pharmaceutical companies and industry watchers, governments, international agencies such as the United Nations and World Health Organization, pharma journalists, investors and global health professionals and academics.

We are looking for a highly motivated, Government Engagement and Policy Officer who is able to work well with others and liaise with team members across the Foundation. The Government Engagement and Policy Officer reports directly to the Head of GEP and works with the Director of GEP. The GEP Officer will support the Head and Director of GEP with various activities across the team, including but not limited to policy-shaping opportunities with governments and procurement bodies, fundraising and funder management and external engagements to support the Foundation’s impact. The GEP Officer will also support with the coordination of projects, policy documents, external meetings and events. To be considered for this role you will need to have demonstrable policy-shaping experience and a background in project coordination and government engagement. You will also need to be able to work both independently and with the various teams across the Foundation. Additional professional language skills are an asset (for example, fluency in Dutch, German).

What does the role look like?

The role may include the following responsibilities:

Project planning and administration

  • Support the Head of GEP with project management of programme-specific projects that are assigned to the GEP team, including maintaining and updating planning tools for tracking and reporting on progress on a regular basis.

  • Support the Head of GEP with coordinating team goals and deliverables and report on team OKRs.

  • When required, represent the Head of GEP at internal coordination meetings, including Programme Planning Committees, project team meetings and other internal forums.

  • With direction and support of the Head of GEP, support or lead short-term projects, including but not limited to coordination of strategic events.

Policy development

  • Monitor new policy developments, procurement practices and other market shaping initiatives relevant to the work of the Foundation and identify new relevant stakeholders to engage with.

  • Proactively pick up on strategic policy initiatives with the aim of articulating the Foundation’s vision, including but not limited to WHA, UNGA HLM, G20 and G7 meetings, as aligned with the strategic direction.

  • Collaborate efficiently across the internal organisation to gather information (research insights, strategic engagement results, etc.) to respond to partner inquiries.

Engagement

  • Identify engagement opportunities and events for the Foundation to present at or participate in with the aim of directly or indirectly changing companies or to raise funds.

  • Support continuous engagement with strategic external stakeholders, including multilateral organisations, international health organisations and governments, by identifying engagement opportunities, strategically preparing pre-meeting briefs, policy briefs and research summaries.

  • Coordinate engagement with external stakeholders to support change-making based on key research outputs of the Foundation’s programme(s). This includes functions like stakeholder mapping, outreach support and required follow up actions.

Research

  • As needed, perform literature reviews, data collection/extraction and analysis on specific areas relating to engagement with funders, multilateral organisations, international health organisations and governments on policy, research and engagement. This might include working on thought pieces or blogs.

  • Support the Head of GEP with background research for policy shaping, including on procurement policies and practices of governments, insurance companies and independent procurement bodies.

What are we looking for

  • A Master’s degree in health, global health or international affairs (or similar).

  • Familiarity with global health topics and the relevant role of pharmaceutical companies.

  • Experience drafting policy recommendations and briefings.

  • Experience working with and/or within governments.

  • Experience working with public health payers.

  • Knowledge about drug-resistant infections will be preferred.

  • Proficient written and spoken English; Strong writing skills in English.

  • Ability to write successful grant applications.

  • Ability to master new technical and thematic knowledge and summarise complex information.

  • Strong attention to detail.

  • Highly organised.

  • Strategic mindset.

  • Self-starter and ability to meet tight timelines.

  • Legal ability to work in Europe (e.g., work permit, visa, citizenship)

  • A dynamic, innovative, working environment with a diverse team based in our Amsterdam office. This position is not available for remote working in a country outside the Netherlands (there will be no compensation for relocation costs);
