Government Engagement & Policy Manager

The Access to Medicine Foundation is looking for a dynamic and enthusiastic Government Engagement and Policy Manager who will join our team to promote a strong uptake of our findings and ensure the long-term sustainability of the organisation.

About the Access to Medicine Foundation

The Access to Medicine Foundation is a non-profit organisation based in Amsterdam. Our mission is to stimulate and guide healthcare companies to do more for people worldwide who cannot access the medicine they need.

The core pillar of our work is analysing and comparing how healthcare companies address the availability, affordability and accessibility of their products in low- and middle-income countries. We benchmark companies against each other and identify best practices and progress gaps. To turn our research into real-world change, we engage with leading organisations, including companies, governments, investors and NGOs.

Role and responsibilities

The Government Engagement & Policy Manager will support the Director of Government Engagement & Policy to engage with governments, private foundations and other global health stakeholders in order to promote a strong uptake of our findings and recommendations. The Government Engagement and Policy Manager will also be responsible for reporting our results to current donors and drafting new funding proposals.

In this role, you will plan, create, coordinate and execute highly effective and targeted engagement with policymakers and decision makers in governments, private foundations and multilateral organisations, to help deliver on the mission of the Access to Medicine Foundation. As an independent catalyst for change, we combine research, insights and dialogue to transform how healthcare companies reach the 80% of people alive today who live in low- and middle-income countries.

This engagement work requires strong knowledge of global health, more specifically access to medicine, and policy shaping. Working with a multi-functional strategic team, and managing a team global health professionals, you will ensure our funder reporting, fundraising propositions and proposals, briefings to governments, private foundations and international health organisations, and policy-shaping activities are rolled out on time, are tailored to specific needs and objectives, and are seamlessly integrated with the objectives and KPIs of the Foundation.

You will be leading an enthusiastic and well-functioning Government Engagement and Policy team where all members take a hands-on collaborative approach. You will have clear ownership of different streams and projects. You work closely with colleagues at all levels of the organisation, including members of the Management Team, reporting directly to the Director of Government Engagement and Policy.

Main tasks will include:

  • Operationalise the funder strategy of the organisation including manging existing and new relationships with current and target funders.

  • Lead and support a small team in a matrixed structure by enhancing workflows, promoting proactive problem-solving, supporting team development, and ensuring efficient, high-value delivery of key outputs.

  • Write timely, accurate and high-quality reports to current donors.

  • Develop compelling, well-crafted funding proposals that align with organisational priorities.

  • Serve as a liaison between governments and private foundations, fostering existing relationships and building new strategic relationships.

  • Represent the Foundation at key events, when appropriate.

  • Identify and develop synergies with key stakeholders.

  • Manage projects and cross-team initiatives that support government engagement objectives.

  • Collaborate with fellow managers to implement the Foundation’s operational strategy.

  • Represent the Foundation in external engagement activities with governments, private foundations, and other stakeholders.

  • Conduct background research on priorities, initiatives, and activities of other relevant organisations

  • Plan and deliver events, meetings, and roundtables.

  • Monitor news and developments related to fundraising, philanthropy and resource mobilisation.

Profile and essential skills

  • At least five to seven-years of experience global health policy, including work with major global health donors and a solid understanding of their core priorities.

  • In-depth knowledge of global health topics, access to medicine, and the role of pharmaceutical companies.

  • At least 2 years of management experience, including supervising staff and guiding cross-cultural teams.

  • Strong strategic mind set with high attention to detail.

  • Willingness to establish new ways of working and seek continuous improvements.

  • Proven track record of securing funding, including developing successful funding proposals and writing compelling narratives in English (additional languages are an asset).

  • Experience in diplomacy, stakeholder management, and relationship building, including work with governments and foundations.

  • Experience in developing and executing strategic plans and designing different approaches to engage governments.

  • Excellent project and time management, with the ability to plan complex work, manage multiple priorities, meet tight deadlines, and identify risks or opportunities – escalating when appropriate.

  • Outstanding communication skills with an excellent command of English (both written and spoken), with the ability to present research and insights clearly to diverse audiences.

  • Ability to operate in a fast-paced environment while managing multiple stakeholders

  • Experience working effectively in cross-cultural settings.

  • Eligibility to work in the Netherlands (EU citizenship or valid work permit). The position is based in Amsterdam.

What we offer you

  • A dynamic, innovative, working environment with a diverse team based in our Amsterdam office. This position is not available for remote working in a country outside the Netherlands (there will be no compensation for relocation costs).

  • Hybrid options available: 2-3 days per week in our office in Amsterdam, with the option to work from your home in the Netherlands on the remaining days. (This position is not available for remote working in a country outside the Netherlands.).

  • Benefits include 25 holidays on an annual basis based on a fulltime employment, mandatory company pension scheme, holiday allowance and reimbursement of public transport to work (if living beyond 10km from the office).
